[:fr]Le 21 septembre prochain, Etalab et le Civic Hall co-organisent un hackathon à New York pour travailler sur la « boîte à outils » du gouvernement ouvert.

Le 20 Septembre, l’Afrique du Sud passera le relais à la France pour la présidence du Partenariat pour un Gouvernement Ouvert à l’occasion d’une cérémonie rassemblant Chefs d’Etat et société civile en marge de l’Assemblée Générale des Nations-Unies, qui célèbrera également les cinq ans du Partenariat.

Le lendemain, agents de l’administration française et américaine, représentants de la société civile, entreprises, start-ups et membres de la communauté civic tech seront mobilisés pour contribuer à la mise en œuvre concrète des principes et engagements du gouvernement ouvert. Cette boîte à outils vise à faciliter la mise en œuvre des engagements pris dans le cadre du PGO, en référençant les solutions disponibles et en documentant leurs usages.

L’événement new-yorkais, organisé de 9h à 20h30 (voir le programme), sera l’occasion de présenter la boîte à outils et de recueillir les contributions de l’administration américaine et de l’écosystème local. Crée en 2015, le Civic Hall new-yorkais est un espace ouvert et contributif dédié aux innovations citoyennes, où innovateurs, entrepreneurs sociaux, agents publics, journalistes et universitaires échangent et développent conjointement des projets d’intérêt général.

  • La démarche et les sprints Toolbox

Cet événement fait partie d’une série de sprints et d’événements contributifs qui mèneront au lancement de la boîte à outils lors du Sommet Mondial du PGO qui aura lieu à Paris les 7, 8 et 9 décembre 2016.

Cette plateforme fournira un catalogue agrémenté de cas d’usage de solutions d’ « open government » : portails d’open data, plateformes de consultation citoyenne, outils de suivi et d’élaboration collaborative de la loi, forums, plateformes d’évaluation des plans d’action nationaux…

Lors de ces sprints, les participants renseignent leurs outils via une interface de saisie, documentent et actualisent les solutions recensées, et améliorent de façon collaborative les logiciels et services numériques. Les précédents événements ont déjà permis de moissonner des catalogues existants, d’imaginer des réutilisations de la base de données comme civictech.lol, de travailler sur le packaging des logiciels pour en faciliter l’installation automatique et de faire un benchmark des UI/UX les plus adaptées à la plateforme.

Ces réunions sont aussi l’occasion de collaborer et de mutualiser des efforts avec des initiatives internationales similaires telles que le wiki de Nuit Debout, la plateforme Civic Stack de Democracia en Red et Asuntos del Sur, la plateforme ParticipateDB d’Intellectics, le Civic Graph de Microsoft, la plateforme Dem.tools du NDI ou encore la cartographie de la technologie civique en France proposée par le Secretariat d’Etat chargé du numérique, à travers le partage de données ou la réflexion commune sur la taxonomie des initiatives et des acteurs de la civic tech.

On September 20, South Africa will hand over the Open Government Partnership (OGP) Presidency to France during a ceremony gathering Heads of State and civil society representatives that will be held during the General Assembly of the United Nations.

The next day, public officials from the French and American governments, civil society representatives, private companies, start-ups, and members of the civic tech community will gather to contribute to the concrete implementation of open government principles and commitments. The OGP Toolbox is intended to facilitate the implementation of national commitments made by governments in their action plans. It will be based on a catalogue referencing software and online services, including examples of use cases.

The hackathon will take place from 9 am to 8:30 pm (see program) and will provide the opportunity to present the OGP Toolbox and to collect contributions from the American government and the local ecosystem. Created in 2015, Civic Hall is a new co-working space for civic tech where innovators, social entrepreneurs, government employees, journalists and academics exchange views and build tools to solve problems together.

  • OGP Toolbox events

Picto-toolboxThis hackathon is part of a series of sprints and workshops organized in preparation of the launch of the OGP Toolbox that will take place during the OGP 2016 Global Summit in Paris (7, 8 and 9 December).

This toolbox will be based on a catalogue including examples of use cases and technical criteria: open data portals, public consultation platforms, tools for monitoring and co-creating the law, discussion forums, online platforms to monitor the implementation of national action plans…

During these sprints, participants are able to add their tools to the catalogue via a crowdsourcing interface, document and update indexed solutions, and work collaboratively to improve software and online services. At previous events, participants harvested existing catalogues, imagined reuses for the database such as civictech.lol, packaged software to facilitate automatic installation, and set a benchmark of UI/UX applicable to the catalogue.

These events also constitute an opportunity to collaborate and coordinate efforts with similar international initiatives, such as Nuit Debout’s wiki, Democracia en Red and Asuntos del Sur’s Civic Stack platform, Microsoft’s Civic Graph, NDI’s Dem.tools or the French civic technology cartography made by the Minister of State for Digital Affairs, through data sharing or common reflection on civic tech taxonomy.
